Ricky Brown has been out of jail for 10 years. He is leading an effort to create legislation for a uniform Federal level re-entry program and guidelines to help ex-offenders to reintegrate into society. Currently, each state has their own individual guidelines for ex-offender rights and voting status. There are millions of ex-felons nationwide. Anytime they move, they are subjected to different rules. This serves as even a further impediment to their reintegration and return to normal life in society.
